Base 130k 75k rsu over 4 years 20k sign on I have 3yoe. This is quite lower than my current TC: 140 base and 150k rsu vesting within next two years (I’m at amazon, SDE2). I was really expecting L62 but they gave L61. I’m quite disappointed. They said level is negotiable, and recruiter kept expressing eagerness to “adjust numbers as necessary”, and specifically really wanted to hear about competing offers. I don’t have competing offers yet but am in onsite loops for Facebook and some smaller companies. I think I sort of bombed the FB interview (hearing feedback later today). I was considering lying about competing offers — I’m a great candidate but a bit unlucky on my interviews this time around. I feel much too scared to lie though! I would really want 145k base, and at least 150k rsu. Sign of 60 is my target. Also I have interested from a number of other Microsoft teams and am scheduling onsites and more loops coming up. I don’t want this low offer if I can have a stronger interview with other teams. Any advice?

Don't lie, it could come back to bite you. If you want to work at Microsoft on this team then tell them the truth. You currently have a higher tc and you're in the process with other companies. Tell them what numbers it would take (within reason) to get you to accept the offer. Your numbers might be a bit high, but they probably won't rescind the offer for asking. If they say no then ask for time to think and finish the process with other companies. Don't tell them about the other Microsoft loops. They'll loop in the other recruiters to make sure that one team doesn't offer you higher numbers.
I have a recruiter coordinating all the interest of other teams. So I think I would have to decline this offer to try and get a better one (if I wanted to avoid getting stuck).

L5 at Amazon to 61 at MS is a downlevel. Don't take it.
Ugh MSFT is a joke. I wouldn’t take this offer. Tell them you expect more than your current TC. Seriously if your future employers values you that little that’s a bad sign.
Your current TC is a competing offer.

If you are not leaving because you are already vested or because you are very eagerly to leave then it is indeed a competing offer. I was at Microsoft with an exceptional TC and when I got HC approval from Google I told the recruiter that because I am very happy at Microsoft, Google needs to convince me to make the move, which they did in terms of TC
