0-22k is the target refresh range. If you meet all expectations, your target is 50% of the refresh range i.e 11k The absolute best in your entire team (the team which is under your immediate manager's manager, aka the bigger charter), would probably get 80-90% of the target i.e 17-19k. This refresher vests over 4 years and not over 5.
