Just received a verbal offer from MS:

L61
Base 130k
Bonus upto 20%
Sign On 20k
Sign on Stock 30k
Location: Redmond

Current(startup):

Base 135k
Bonus 10k
Going to receive a salary hike soon.
StartUp Stock options
YOE 3.5

I am not sure about the sign on stocks. What does that mean ? I was expecting more than 100k for 4 years, and its just 30k for 4 years.

Secondly, how long does it take on average to reach L62 ?

If you have multiple offers AND your offer is with Azure then you should be able to negotiate more otherwise no.

61 range is 0-13, avg is 6.5. Yes, it's low.

61 to 62 is one of the easier promos, avg 1-2 years.

Stocks are super low (returning interns can get up to 180k/4 years) and sign on can hit at least 30.

This is not true .. interns get 100k

That might be the standard, but I personally know people who have gotten 180k. So....

l61 — joining should be 40k and stocks should be 100k. These numbers you can get by just asking.

Thats what I am thinking of. I do not like negotiating alot. Just not able to digest why stocks are so damn low.

Just ask should be fine. Just talk through all the experience you are getting to the table and say “this amount would make me satisfied “

Even though it's the most uncomfortable time to negotiate, asking for more at the offer stage is your best bet for longer term increases. Most companies are strict about how much your pay can increase each year and how, so you're better off starting yourself in the best position possible. How you go about the conversation matters. Approach it as, "I want this role, but I need to make sure I'm getting the best offer for the work I will do, is there any way we can raise the base to my current # and/or increase the stock?" If they are resistant or if it starts to get tense, just bring it back to "I really want to work here and I'm not trying to be pushy, just want to have a conversation about it." You should also ask for how they got to those numbers and if they say no, just ask "Any reason why? I'd just like to understand the compensation philosophy better." Most hiring managers and recruiters will respond well to that. Good luck!

30k stocks extremely low.. also why are you taking a hit on your current base ? You should negotiate..

I am not really happy at my current job. (Grass is always greener on other side :p). Secondly, I am in Bay Area. Its ridiculously expensive. Thirdly, I have my family in Redmond. And last, even with such a bad offer, the TC is still 20k higher.
