Why is this bizarre? Looks like a standard offer for that level.

Who cares about his experience, his level is 59. Thats the level they think he can come in at. And that’s a decent offer for 59.

I was expecting to negotiate 125k base , level 60 , 120k stock 4 years , joining bonus of 20k and relocation of 10k. What do you suggest?

Was your 3 yrs of experience in US? Does it align with the MS job profile?
Just having x YOE doesn't matter.
This is a standard 59 offer. MS won't budge unless you come up with competing offers.

Take the competing offer if that’s better. Clearly you don’t see the math with the benefits

^ this. You’re leveled appropriately in my opinion based on the competing offer.

Ah! Experience in India isn't that valued. Inflated job titles and responsibilities and you said it's not even related. So 59 seems accurate.

Experience in India means very little. Did thousands of interviews and resumes from India are often full of easily verifiable lies.

Not bad, about 5 years ago it was like 100k base, 5k signing, 50k stock.
To get the offer you now try to negotiate interview with G/FB instead

Seems high for a 59, I got offered 105 coming in at level 60 as an experienced hire.. is this a technical role? Or non technical?

No, this is fair, I've seen tons of new grad 59s this year (NOT last year, where it was negotiable but not common) get 120 stock over 3.5 years

What's the max offer for Level 59 and level 60. Can anyone mention? I will try to negotiate with respect to that.

Your leveling is based on your interview performance. Even if the position open was for a 60 or 61, if interviewers feel you have potential but you’re just not at a 60 yet they will recommend hire at 59. I have done this a few times. If you perform at a 60, you will get promoted quickly in at most a year.
