For sde2 position 139k base salary, 50k sign up bonus, 140k stock over 3.5 years. I am a new grad with phd in math. Is this considered as a good offer? Can I negotiate?

You should ask the level. Also does not look to me. Both base and RSU are low. Try to ger offer from one or more of Facebook, google, linkedin, uber, lyft, twitter, snap, box, dropbox, qoura, airbnb, if you are good. I know a fresh phd who got SDE offer from box with 195 base, 400k stock over 4 years, and some signon.

If you have a competing offer, ask for 200k stock. That’s their maximum (or at least it was when I was negotiating).

New grad wouldnt come in as a 62, looks like a 61 offer. It's very good for 61 without a competing offer. Even with it's a pretty good offer. At most you could get a bit more rsu with a competing offer. TC > 200k in year one is pretty good.
Get the 50K and jump to GOOG for increase pay.
