Sign on stock is on lower side.
I'll try to push for more. That's what I thought too. But the recruiter says it's very hard for him to increase with no counter offer. So how to I counter that or move the conversation forward.
Did you get Ms from any university? If so, try for l61
I asked about level 61 and the recruiter said that it'll be much easier to get into level 60 and move to level 61 rather than joining at level 61 and being there some time before an initial promotion. Also I have MS in CS degree from US

You could push for a little more sign on bonus and much more stock - 25K and 70-120K
The above numbers were what Level 59 was offered.
As far as I have heard University hires tend to get much more stocks as compared to someone at level 60/61 and this is just from blind posts so I may be wrong.
I work for Microsoft in Marketing Md sign on bonus was 10k and stock was 10k. Base salary 125 for Program manager role level 62. Same yearly bonus and stock. Its hard to incresase base salary and levels once your an employee so if you can raise to level 61 or get better base pay kudoz to you. It kay be hard since they already offer more sign in bonus.
Base is fine, stock is super low.
I am in similar position and I got more stocks than just 40k. Definitely ask for more stocks.
