current L7 PMT-ES at Amazon. TC 400. Have offer from Msoft (the role is level 64) but TC is the same as AWS role. is it worth it to negotiate to 65? or go in as 64 since TC is the same and work on promotion? More realistic to go in as top of band at 64 and set up for success? thoughts?

Yeah. Doesn’t really map according to Levels. They framed it as going in at 64 is a setup for success, less demanding right away, and more ability to grow. The TC is the same though. So what benefit is going in at 65, other than title?
I came in as a dev at 64 under the same promise. Give me time to grow into the role, better chance of success, etc. it was BS. As soon as I was a part of the Corp everybody forgot or never knew about said arrangement. I was a 64 and that’s that. I got reorged and nobody here knows I’ve been doing 65 level work. They say “you haven’t been at that role for too long” when I ask about promotion. I would push for the principal band 65. People seem to respect title here a lot. Worst case you take 64 since as you said the TC is fine.

Do not accept anything lower than 65. The setup for success comes with a role that is set up at the right level to begin with.
I agree I got underleveled at MS and it was a mistake. Now leaving to get the correct level +1, elsewhere.
400k @ lvl 64 is amazing! Usually it would be under 300k

Is it more advantageous to go in as top of 64 band and work up. Or in at 65. 65 may be much more demanding and difficult to succeed. Trying to figure out what the advantages are. If any?
There is no such thing as “top of level X”. In order to be promoted to L65 you will need to consistently prove it and this takes a long time for ramping up, getting projects done and convincing management.
