A guy in a hertz Mercedes Benz rental rear ended my car. It was fairly minor but the bumper is damaged and poking out on sides. His license plate number was imprinted into the dust of my black car. The MBZ suv wasn’t damaged at all, just license plate a bit bent. So the guy said he used his personal insurance on his car & claimed that the damage was already there. Until I pointed out the license plate number pressed into the dust of my car. Then asked if he could pay for my damage out of pocket. I said ok you can meet me at a body shop tomorrow, whatever they quote you can pay me or decide to use insurance. Flash forward after texting him a couple of times trying to coordinate (he never met me at body shop) and then I demanded his insurance but he said the damage was already there and refused to give to me. All I have is his drivers license photo. How should I go about this? I wish I involved police and got his insurance card.

Yup, file a police report and then go to your own insurance and file the claim. They will go after him especially if you took photos at the scene. If you don't want this record on your Carfax however, then you'll have to eat the bill.
The Carfax statement isn't entirely true. It's optional for body shops the report to Carfax, unrelated to who pays for the repairs. We had major damage due to an accident and went through insurance. Carfax report shows no record other than routine maintenance.

Police report online says “You can complete and submit a police report online for eight types of non-emergency incidents - harassing phone calls, hit and run, lost property, theft, vandalism, vehicle burglary and vehicle tampering.” Doesn’t fit in these categories :(
Isn’t that 7? Anyways just call the station, not 911, and ask or walk in it might be fun. I was rear ended by a lady who gave me insurance which she was no longer covered by which had her old address. I ended up eating it and left the dent in my bumper as a reminder to not do that again.
Call your insurance and give them this info. They will figure out how to reach him
There’s this thing called a phone. Pick it up and call your nearest police department. They may treat it as a hit a run as he’s basically trying to shirk his responsibilities. If that all fails get a lawyer and sue him. You should have his address on his driving license or can look it up. That’s enough to serve him.

Haha, you made a mistake. Never leave without insurance. Even if someone is going to pay out of pocket, you need the insurance info. Now it's your word against his so you might as well drop it.
