New cost cutting method?

Promote someone just after comp review cycle so that they get the title change, but make them wait for the next comp review (6 month) to get the pay bump. You end up getting more responsibilities for 6 month, but still getting a lower level pay. Is this a new trend in Twitter?

    Happened to me in previous 2 companies as well. I think this model is practiced almost everywhere. Managers manage promotions and hikes such that everyone gets something but not both.

    A lot of people in my org were promoted before the comp cycle. I'd say if this is happening it's probably not a company wide mandate.
