I am a Program manager in Microsoft and I had applied for L1A blanket visa from India for a Seattle role. During the interview I was told my case was “not clearly approvable” and hence now I have to re-apply for L1A Individual Visa. I don’t have people reporting to me directly. Individual visa application requires a lot of documentation to prove that I am functional manager but I am not sure what artifacts would prove my case well. Is there anybody who has been in similar situation before? Will greatly appreciate any help here since this visa delay is proving to be a huge challenge given my personal situation as well.
Amazon’s lawyers should deal with this. You can be approved, but seeing as you don’t have the power to “hire and fire”, the onus is on you/your lawyer to show that you’re not just a regular employee.
If it’s not provable currently why you would apply for L1 A. Wait and get those skills/experience and then apply. If you think it’s more of presenting your case better than attorney should be able to help.
Can one apply for L1A with no direct reports?

I think product managers can apply for L1a and not program managers but i could be wrong

I don't have much sympathy for you because it seems you are just trying to play the system by applying for an L1A where it's clearly not applicable, eyeing that elusive GC down the line.
He’s very much applicable for L-1A - just not through a blanket petition. The myth that only CXO positions can use L-1A or EB-1C is just a myth.

L1A is applicable for Functional managers as well, so there is nothing illegal about what I am asking. This is for Program manager role in Microsoft. Will appreciate if people can give references of people who have been in same situation.
Program Manager is a very broad blanket title at msft. There are business program manager, technical program managers. Hard to tell without knowing your seniority and area of expertise.
I would say some professional lawyer with experience is the best person to talk about this.
OP What does your immigration team tell you? There are a lot of denial for blanket as it was abused by many Indian companies so now everyone is under scrutiny. Does not sound as you qualify for l1
