I teach elementary school (2nd grade) and found out the teachers in first grade didn’t teach reading because they couldn’t manage student behavior all year. So half of my class is at the first month of kinder level in grade 2. They even falsefied data to make themselves look more competent. They didn’t get fired even though it sets up 20 kids for life long learning struggles, self esteem issues, etc... I think they should have been fired. I’d love to hear more opinions.
This won’t happen in Asian countries. I learned my fractions by 2nd grade.

Depending on the teacher union, may not be able to do anything. I would still bring it up. Document clearly the students assements as they arrive and their progress. Especially if you are supposed to catch up two years of teaching, in one year. Work with the parents as they may need extra hours studying and anything that can be done to catch them up. Poor kids, do the best you can. For the main question, they should definely be fired as anyone who doesn't perform, then cheata and covers up.

7. It’s a charter school serving the projects across the street. So these kids need competent teachers more than most.
