Oracle OCI - H1B and L2

I am currently on L2 and have got my EAD ( work authorization ). I have received an offer from OCI at IC3 level. Considering I am on L2 visa and able to work right away, wanted to check of Oracle will apply an H1B for me every year until I get one ? Or will they avoid since I can work on L2 ?

They generally promote H1b. Ask ur manager to connect to BAL right away as the processing is gonna start Dec/Jan.
