2 weeks ago I got notified by recruiter that my interview passed and I would get an offer, but did not get any update since then. I was trying to push with competing offer but it didn’t help. Anyone knows why it is so slow?

Even the hiring manager does not know . They are all waiting for the board to approve the budget which should have been done weeks ago. It could happen tomorrow or next week but we honestly don’t know. Maybe ask Larry
In the Same boat. I have been waiting for offer letter for more than a month after verbal acceptance. Hiring Manager cannot do anything. Oracle process sucks !!! They have this wierd chain approvals which goes till the board of directors. Better look for other offers.
Same boat here as well, probably all the people who got verbal offer for last a month would get an offer all at once, and joining concurrently.
It is a bit crazy, but it does take time to get the actual offer. Definitely worth the wait tho.
Our workflow process is an absolute shit show. I’ve seen it literally take two months to get workflow approved and a new hire started. Seems it can vary widely depending on team/group as well.
Right, OCI hires at a rate that is hard for HQ to deal with sometimes. My understanding is that it was a fiscal year thing. Which has passed, so offers should be flowing again if not now then in a week or two.
Budget is approved and offers should be approved starting today, but I understand there is a backlog so it may take a few days. Hiring managers will need to tell HR that they candidate is still interested to move forward, so you may get a confirmation call

Could be that the recruiter or HM is out of office and things got delayed. Have you reached out to the recruiter or HM and asked? Be aware that a paper offer after verbal offer acceptance will take about a month or so.
I did and they replied waiting for management...
Some HMs get the paper offer started in the ballpark so that the gap between verbal and paper is shortened. Believe it or not, even us inside Oracle don't always like dealing with Oracle corporate :) Definitely bad form if they haven't even been in contact with you during this time.
