Yes jobs move with talent, I know atleast 4 people who moved to Canada, South Korea and UK along with same job and less pay. Company is happy as they have to pay less for same work and engineers are happy as no longer have to fight for visa

Capitalism is great in finding market efficiencies. For hardware, Shenzhen is the Silicon Valley. Speed of model to prototype they achieve is hard to replicate in US without buying a lot of expensive equipment here knowing that it will be severely under utilized.
