This is only for Intel employees. Is there a way that one employee can move from one group to another without a req open? Just through something called PAN? I hear many managers saying that they want a member to move through PAN but the present manager will not accept and I just lose out on the opportunity. Has anyone done this or moved like this ? @Intel
Yes, PAN transfer does exist. New team needs to get an exceptional approval to move you in w/o a req, a sort of "silver bullet". Both managers need to agree on timing before any transfer happens. Typically both managers work out a transfer plan, with you gradually spending more and more time in the new team. I heard there is a rule of thumb policy of staying in one role for at least a year before transferring elsewhere. Not sure whether this your case and if so, whether it could hinder your transfer in any way. Never heard of transfer not hapenning because the employee is not " released" - this is "at will" employment after all
Many managers at Intel are at the assumption that pan transfer works. But according to HR, it's not the right way to transfer a employee from one group to another. Many times an HR has actually rejected this proposal saying this is wrong.
So the receiving BU needs to have a positive gap between target headcount and BIS (Butts in Sits). The gap is typically there, especially with high attrition and hiring freeze. HR could restrict PAN if the gap is not there but in that case the hiring manager won't even mention PAN option in the first place.
Panning is usually done within the same org usually between the managers under the same skip level or one level above. It is considered restructuring or reorganization. Outside of your org or BU will be considered internal transfer.

PAN is essentially moving between managers without a req. If this is done for reasons outside of a reorg, it is basically a back room deal. This used to happen more frequently but now HR really clamps down on this as it isn't following the process - posting a req and making the opportunity available for any to apply.
My team just got somebody via PAN. It can happen smoothly as long as the releasing manager agrees.
Never heard that. Though you can get the offer first and a req opened for you later that's possible.
