Nothing. That's not how it works.
You don't, you are asked to distribute the increase you would have got to your reports, whatever way you want to slice them.

We would typically pay a 6%-8% increase for a promo. If it’s a lateral move just shifting responsibility then it’s just a likely there is no promo so getting something is probably fair.

Usually the transition from IC to Manager is a lateral move. Yes you’ll have direct reports, but it doesn’t mean your level is changing. If this move is tied to a level increase, then expect a raise. How much will be dependent upon the company.
