Not exactly racist. If she thinks they are too loud she shouldn't just ask them to quiet down. Before 10pm there's nothing illegal about being loud. She's living downtown, it will be loud.
I think, precisely for the reasons you mentioned, that the loudness is just her excuse once she was called out as racist.
It's possible. I think a lot has to do with both and I wouldn't be surprised if a white girl selling girl scout cookies will get away with it being just as loud. This is the reason why most in management dress at least business casual.
The jogger thing is understandable. Those bags are probably filled with diarrhea soaked scraps the voices in his head told him to collect. And they’re just strewn all over the fucking place.
