Expensive? If the price of your phd program is greater than zero then you should absolutely not do a phd. If you can’t get tuition covered and an ra or ta then that’s a very strong signal that you’re being taken advantage of by a department looking for warm bodies.

Grants are one way to tell if their research matters or not. If your research doesn’t matter, then any upside you have from the PhD should be limited to satisfying a personal passion or title and not TC
