I think something under 4 years triggers some additional checks/reviews. No max amount of time, L7 sde is a very high bar

I know someone who came as L5 (definitely was downleveled), got promoted to L6 in 1.5 years, and then to L7 in 3 years.

SDE 3 is a terminal role. You gotta be good at politics and lead org wide initiatives. I would say minimum of 4 years if you’re good.
