Recruiters or others with data points: Are RSU grants more or less comparable (relative to pay/cost of living) between equal roles in the US/valley and Europe?

RSUs are definitely very uncommon in Europe. Definitely companies like Google will offer them at least in a few offices there (for example Zurich, although in slightly lower amounts as compared to HQ), but it's very much an exception.
Forgive my ignorance but how do companies keep compensation competitive/"fair" between similar roles in different geographies then -- especially companies like Amazon with employees across the globe? If given the option between, say, Seattle and London, who in the world would choose the latter if RSU's aren't a major component of comp in one and not the other?
