You won't get referrals in any good company as fresh grad positions are filled only by campus hires. And if you get into any Indian start-up, they'll make you do only rubbish work, good work will be given to premier college passouts. You have two options, either get a masters degree from a premier institute or get into some company through campus placement and ask for referrals after a few months in good companies. This is obviously not applicable to you in case you have at least some good rank in ICPC regionals, but in that case you won't have to ask for referrals here, you would get at least an interview at DirectI directly.
So there are a couple of ways : 1. Apply to 'new grad 2019' positions at career pages of companies. I have seen such positions for Google, cohesity, expedia etc sometime back. If your resume is good you might get a call. 2. Apply on angelList. Lots of startups hire from there. This is a hit or miss again depending on what specific skills these startups are looking and if they are okay with freshers . 3. Hit up guys on LinkedIn working at Flipkart, Amazon or such larger companies. They frequently have hiring events for sde 1 where there is no hard and fast rule of experience required. One of my friends got into Flipkart by blindly hitting Flipkart engineers and getting his name in for a hiring event (drive). Should be good at Ds/ Algo / problem solving coding as they dont expect anything else. 4. One unconventional and lesser known way is clearing codechef certification for ds and algo (advanced or expert). They then send you relevant opportunities with good companies. I myself have cleared advanced level and received opportunities from ClearTax, shareChat and others when I was fresher. Most important thing is getting your foot into the door ie. landing a job and putting it on your resume right now. So if you get any offer from a okayish startup/company I would suggest go for it and then with some work exp. many opportunities will open up.

Your best bet is your college campus hiring program. Afaik almost all new grad positions are filled up by returning interns or from campus interviews.
No good companies in campus hiring. I guess start-ups will be hiring now for off-campus.
