Asking for referrals benefits the referrer since they can get a bonus, and the HM decides whether the candidate is qualified whether or not they're a referral. It's almost pareto optimal to ask for referrals, even from strangers.

What’s the point of a referral if you don’t actually know the person? Isn’t that putting your credibility on the line?
