Resident vs non-resident alien
Hello, I don't know what do these terms mean, and hence not able to determine which category I belong to. Could anyone help me out in this? My background:- Completed graduate program (MS) from US in August 2019 and currently on OPT with F-1 visa at an IT firm (Seattle) as an SDE position. I stayed in the USA from September 2016 to July 2019 without leaving the country, and came back to the US in October. Want to know this information for opening a savings account with Discover so got a doubt. Moreover, I read about this condition while applying for Chase Savior one credit card, hence would like to know the category. If still any information is missing from the context/background then please let me know. Best

This depends on the context. Definition of a resident varies by organization. IRS has its own definition, state of California has another definition, banks may have their own. Alien is always a non-citizen (visa or green card, doesnโt matter) _permanent_ resident is always a green card holder. If โpermanentโ is not specified, look up definition of resident alien that is relevant to the organization you are dealing with.
There's a difference. There's a Visa status that implies resident alien and has a higher bar. Then there's resident alien for taxes - which has a lower bar. IRS wants taxes from as many people as possible.
you are a NRA. RA != GC. This is in terms of TAX identity. RA needs 5 year in US or second tear after your H1B.

Thanks so I am a non-resident alien. So, how do people apply for credit cards -- like Chase Savior one etc because I saw this condition there too?
Banks are dumb and sometimes confuse resident and permanent residents. You need to be employed with SSN to apply for a credit card (with security deposit). You might not be able to open personal investment accounts without GC, but can do through job the account. Go to chase with employment letter, paystubs, passport, visa, domestic id, ssn card and open account in person.
