You bring up a very good point. What matters in this discussion is really what is good for American workers, not what is good for RoW (many of who haven't set foot in the country yet) or Indian or Chinese (many of whom are in the country and contributing to the local economy) or any other worker. For the American worker, s386 is helpful as it prevents depression of wages. Basic labor laws dictates that when you have 2 pools of workers - one with better mobility and other with poorer mobility, the system always chooses the lower mobile workers. This causes both wage depression and poorer diversity. If you support for these folks to have same mobility, it will prevent wage depression and increase diversity. It doesn't sound intuitive, but these are what labor dynamics 101 tells us. Country caps work to preserve diversity only when the person is outside the system. It hurts workers with better mobility when the people with lower mobility are already participants in the labor market.
What’s best for the American worker is to keep those temporary H-1B workers temporary by removing unlimited H-1B extensions. When H-1B expires after 6 years, they should go back home unless they can get permanent residency under the annual GC quota. That way the guest labor pool stays constant, doesn’t keep increasing, and wages don’t get depressed. That’s how the immigration law was meant to be before Obama introduced a bunch of loopholes and turned H-1B into a pseudo-greencard where people come on L-1 for the sole purpose of applying for H-1/I-140 and staying indefinitely. Your mobility argument is a red herring, but nice try on pushing your political agenda, though.

Last time in front of many Indians and supporters of S386 in Senate, it looked like Durbin embarrassed himself. Also other senator from Illinois tried to convince Durbin. Lee looked like he is proud about what he is doing.
