No it is not and you do not have to share it. I refuse to share that info with recruiters.
It’s illegal for a company to ask in NY. 3rd party recruiters ask and then share with the company. That’s allowed, but weakens your negotiating spot. Share your target comp range, not what you make now.

Not considered bad practice however many companies are moving away from asking as it can be seen as discriminatory. It’s also illegal to ask the question in many cities.
