How much to expect for a fresh ML PhD at Samsung from a top 20 school? Position for San Jose office.. And whats the deal with retention bonuses?

Wife worked in semiconductor industry. Dying field, not worth it.
Industry rates: $160-180k base $200-$250k total comp
Why Samsung? There are many better companies out there in Bay area. If you get an offer only from Samsung with ML phd from Top 20 school, then something is not right.
