    Burying the cables costs a whole lot, doesn't eliminate the chance if brownouts (like caused by flooding) and takes way longer to fix. The electric companies don't even optimize local lines to not be cut, they pass them next to trees on purpose so the power lines will be less visible. Only the high power lines tend to be away from trees as they will stop electricity for too many people.
