I have a feeling that Pivots will be increasing to get rid of people. New hires will be obtained in the new locations. I find it hard to believe that Amazon is planning to increase its corporate staff by another 50,000, that makes no sense for a cash-strapped company like Amazon. This will be a redistribution of wealth more than it is about growth.

Probably both growth and movement. You need to seed the culture at the new location, you can't do that with only new hire.
