Separation of duties impedes issue resolution?

Quickly finding out the silo I’m in basically exists to prove out the carrier network and resolve tickets. Love my pay, hours, coworkers, my manager is very hands-off... but we are discouraged from intervening if we see an issue with CPE. “Leave it to the vendor, it’s a liability issue.”
