      There’s no spike. It’s a marginal increase. The spike was in 2016 & 2017 with 233k and 236k applications

      This is partially true. I would say most of the H4 EAD holders would have applied for H1b. Highly unlikely if H4 folks can easily find a company willing to first file h1b and then wait for 6 months for them to join.
