HR says he is not open to negotiation and the numbers are final. Hiring manager says I can only talk to HR and he has no say on the package. HR doesn't want to tell me the level i'm being hired for. Looks totally low balled and ill treated.
I have a Microsoft offer coming up in a week but the amazon HR wants me to accept/decline offer in a day and give me a joining asap. Amazon interview took almost 6 months to complete and now he is rushing up like this.
What should I do? Super confused.

IMHO you should start making money based decisions when a) circumstances in your life demand it b) you are n the other side of 40 .
