When you get snow often, you throw money into an infrastructure that can deal with it. When you get it once every few years, you have 2 plows and a salt truck and hope people stay home. Not worth The investment or the risk.
When Portland had the big snowstorm in 2008 they had snow plows drive into the city from Mount Hood. And the city officials got on the local news and was offering to pay people for bags of gravel. I would like to see better planning.
