A close friend of mine was in the final round of interviews to change jobs internally, but before he was able to hear back he was put in a pip. Per the company's internal policy, you can't switch roles if you're in a pip. I get that under performing employees need to be "managed" but if the new team has interest in their experience, why would the current manager put on pip and have the person stick around for another month or so until they quit? I don't get it
Have heard about this happening in other companies as well. Shady tactic.
The HR will support managers shady stuff. Best thing is for employee to find another job asap.
If you lose a report who’s in good performance standing, it hurts your review as a manager. On the other hand, you’d rather be seen as someone who can manage out an underperformed.

Your friend should make a lot of noise about this. He is not powerless. Most people don't realize how much they can fight back. Don't back down, especially if he's going to quit, nothing to lose.
