It’s so fucked up that anyone coming to US for work will be labeled as an immigrant. I was thinking about it for a long time bc in other countries even if you get work visa, then PR and passport you are a foreign employee not immigrant. I concluded that it’s coming from how US classifies visas and H-1B is an immigrant type visa. Actually, I don’t care about the types. Just call EXPATS!)

When I was intern, my housing was paid for by the company. I also got relocation package when I joined. So that fits your definition and hence I'm and expat.
