I am wondering if Netflix also institutes this anytime without perf review but with the power of the crowd. I think I read this in their culture doc.

We don't do annual performance review. If you underperform, you are out immediately. I think it's fair. If you can't do your job, your teammates have to work harder to get your job done, it's toxic that way.
