Is it bad mannered to ask for a promo to not take the offer?
Generally I think it has a slim chance of working in your favor, and afterwards your employer may have trust issues. You can instead use the external offer as a confidence booster to push for what you deserve. They say no - you walk.

Why?
it’s an ultimatum. ultimatums are for assholes. nobody wants to work with an asshole (not even other assholes). and you’re going to go straight for the jugular without first spending months “escalating” and proving your worth? and on top of it all, i have to explain it to you? if you want to leave, interview and leave. don’t waffle.
Don’t do it for a promo; I doubt this would ever work in your favor. For a raise, I guess it’s not totally unheard of. It’d probably only work if you’re a high performer, and not at the top of the band for your level.
Why do it for raise but not a promo?
In the case of promos, you’re strong-handing your manager into giving you a higher role, which he otherwise thought you weren’t ready for. For raises, you’re just communicating your expectations, and negotiating your worth. Promo usually means taking on new responsibilities, which you may not necessarily be well-suited for, like becoming a senior/staff engineer, becoming a manager, etc. Raise is usually your value in the eyes of the company, which isn’t necessarily tied to your level. Obviously, you probably won’t get anything if you’re at the top of your pay band for your rank
Don’t blackmail.
Why is it blackmail?
No need to show the offer. If you are willing to leave, ask for a raise and leave if they don't give that much. If you don't want to leave, try to interview at a company that you would leave current one for.

Promo is not something that can be hacked with an external offer, although Google at least is happy to hire you back at a higher level once you've proven yourself somewhere else (assuming you can interview at that level). You could ask for a raise with the offer as a data point if you have a good relationship with your manager. As everyone said before, only do this if you're actually willing to leave.

It would never happen for a promo, but if you’re underpaid, you could probably get a raise. Don’t mention the other offers unless you’re willing to potentially quit & accept one of those offers.
