I hear people who have got it approved within an years time frame. How true is that?

Premium is only available for I140, and the PERM will take a long time, usually
6months -1 year without RFEs
Currrently perm is taking just 3-4 months and prevailing wage determination which is the first step is taking 4-5 months. You should be able to get i-140 with premium processing in 1 year
My perm was filed in May. Got my i140 approved in premium in first week of September. So ~4 months. Mine was pretty much the quickest it could be as I went through shared recruitment for perm. I140 took 3 to get approved once the premium processing petition was received by USCIS. Edit: all in all 6 months if you count the start of the process internally at Amazon.
