I've met some legit smart people who came from good colleges in India and decided to move to Canada after getting an MS in the US. Toronto/Montreal may not have attained critical mass yet, but its on it's way. Once critical mass is achieved, that market will start dictating it's own terms. TC is a following metric not a leading one -- so it follows the place and time of a trend.
