Really? I thought AC21 was law passed by the Congress, while H4EAD was just an executive order that was subject to the whims of the President. An arbitrary reinterpretation of the law by USCIS would be subject to lawsuit.
Yes, we've read these news stories. We haven't seen any notice or memo from the USCIS indicating the updated interpretation. For a law passed by the Congress on the books, with many years of precedent on how that law has been interpreted by USCIS, any change in interpretation has to be published publicly. Even if they don't publish it publicly, the first rejected extension will be challenged in a US court of law where they will have to produce such a memo (if it exists) as a part of the discovery process. Once that happens, the court is likely to throw that interpretation out citing all the precedent from USCIS itself.
I agree with Appleguy7, maybe some percentage of the extension applications are rejected. A 100% across the board rejection is easily challenged as a discriminatory action, since immigrants from only two countries would be affected

Secondly ofcourse there may not be blanket rejections to start with ..but where there were almost 0 denials before ..even a short spike would make employees/ and more so employers wary ..eventually moving away from this system ..hence achieving 'self deportarion'
This is bad for America’s competitiveness. There are so many high skill immigrants that contribute to the economy, pay taxes and want to start businesses . Sending them back will make Silicon Valley a ghost town.
