Im turning down an amazing design lead position on a hot high visibility product for a startup (I know sounds pretty dumb but Im willing to take a risk). Will I get blacklisted by Google? Will this look favorably or negatively on me if one day I do decide to join Google?
Looks like you already made up your mind. Now just live with it. There is no point of ifs and buts. Anyway you can't control what Google will do with your application.

No, you won’t get blacklisted. They’ll probably just mark you as “declined offer” and reach out again in a year. Which startup? Sounds way more fun than going to Google.
I believe your offer is valid up to one year
Give them your honest reason. It's something that Google cannot offer, so it sounds reasonable. If you haven't accepted Google's offer then there is no hard feelings for declining it.
You won't be blacklisted. You're fine. Do what feels right for you.
