Just submitted my response to Uber’s jam session request, which was giving them a marketing plan for a particular product. Uber Challenge: Reducing driver cancellation? I felt it was a great plan that included data, segmentation, and how I would take plan to market but they declined to move forward. Are they the type to do interviews just to steal ideas?

Uber has countless people working on this full time. They're not counting on interview candidates to come up with something novel or useful for such a basic problem in the ride share industry. It's like asking whether an engineering interviewer that asked you to implement a sorting algorithm is trying to steal your code.
Lol if they liked your ideas so much why wouldnt they just hire you. There's many reasons for getting rejected but it's not to steal your ideas.
Not that I’ve ever seen. The questions are about how you problem solve, assess customer needs, work cross functionally, etc. The ideas tend to be similar to ones people have already had and/or tested over the last 8 years, so no one is expecting you to come up with something totally unique. So no one interviews with that goal or expectation.
