Got a call a day after a positive feeling onsite to be told: "Waiting for all feedbacks, but the level headcount at that office has disappeared." Recalled after the initial hiring freeze and layoff to have this fiasco. Interview at your own discretion.
Interesting that the recruiter would state it that way to a candidate. If you're comfortable sharing, what team/role did you interview for?

What level? It's my understanding that senior/critical roles (i.e. L5a+) are being prioritized.

From what I'm told, there is headcount at a level above my target. So probably even worse for interns. Sorry for the bad news. But for you, it probably wouldn't hurt just to interview.
Eh I believe intern pipelines are rule of thumb not touched as much. They're crucial for junior hiring and they cost significantly less than full time employees
