Recruiter just asked me for all the figures , breakdown and vesting cycle of counter offer even before an onsite. Is this normal ? That severely limits my potential to shoot high I feel.

Nope. They have their fair and equal pay which means they won't negotiate.
What if they also share their side of info? What band op is interviewing for and their tc details? (breakdown, vesting schedule, 409a, refreshers, etc) Then it would be fair information sharing while they are not likely to reveal such info.
