Downside? Well being paranoid with no sense of reality comes with some risks.
For you it will not matter. Declining the question will have the same impact as putting that you are a white or Asian/Indian male. The reason is recruiters can target a specific demographic but cannot negated one.

EEO is voluntary but your company must report it by law to the federal government. if you don’t answer yourself then someone in hr will have to guess for you later. yes that is actually what the federal government demands. the categories are shit and it is a pain in the ass to guess for everyone who doesn’t fill it out. also, you are already employed there so they know you. any diversity question on an eeo form doesn’t change whatever their perception is of you. no one will see it other than some low-level hr person
The whole quotas thing is a myth. Do they look for diversity for pr, yes. Does it affect you being hired, no.
