Yeah why not, same as if you were talking loudly or had music playing or had a loud fan or really squeaky shoes. You don't have to do anything though.

Maybe not. But they can really ask you to avoid wearing shoes that make noise. If you know you are making noise, please take steps to reduce them. You can also go all pissy about it and complain to HR.

There is sticky pads to help avoid the noise. But I wonder why the heels at work? Like really high ones?
