There is one teammate that is always lazy and pretending to be doing work. When people chat about work or anything he will just turn and stare at you, and find chances to join the conversation and express unwanted opinions. Most of the time he is just staring at the screen which almost looks like just waiting for a conversation to happen. I honestly have not heard him type at all. Every so often he will turn to me to get help debug something, before even bother using gdb or print. I tried my best to not call him out or anything. What would you do? TC 200k 2yoe not oracle
Be an adult and focus on your work
There is nothing wrong about paying attention to your coworkers. Do people come to you and ask for help when they don't even try? When that happens your adulthood pretense will fall and break like a chicken nugget.
Assign more challenging work. Sink or swim.

I'd put on my big boy pants, not whine about it, and focus on my own work.
It is ur chance to shine ( at least above him ) and ur safety nest when bad times come. Think about wlb too ;)
I'm assuming the manager knows he's not getting any work done. In which case, nothing for you to do. Just leave it to the manager to deal with him.
Ask him every day how's things progressing and what he's working on, eventually he might wake up.
Are you his manager or TL? If yes, make your expectations and impressions clear on a 1:1. If not, shut up and do your fucking job.
Leave anonymous notes on their desk saying stuff like "Jim wants daily status updates"
He's there to protect you when the time comes to layoff 10%. Don't make him leave, yet
