What do you think if you refer a job seeking candidate whom you dont know to your company ?

I'm trying to build a start-up using A.I to recommend the most qualified candidates to the employees for referral. So that they can get referral bonus and I'll take a cut from there. It'll be great to have inputs from friends here working in amazon/google/facebook/linkedin/apple,etc..
