Given that Data is the new Oil, Practically I think it comes down to limiting the ability of the companies from using the Data derived from one service to subsidize another service or business....
Or at least have a transfer pricing mechanisms in place for Data, that then would obligate them to provide to others for the same price, so that newer smaller companies are not priced out of even trying...

Where companies are engaging in unlawful anti-competitive behavior to subsidize other divisions, they would be split along those lines. Someone can’t just makeup how to split up companies. This is all specified in the law. Look at Standard Oil and AT&T for examples of how the process works.

Maybe I am too old but when AT&T was broken up the regulators introduced Local Loop Unbundling, essentially forcing the copper providers to sell the access to the competition at the same price that they charge their other divisions...that way you can't make your new business appear better to the investors... without giving away the farm
Local loop unbundling didn’t come about until long after the breakup of Ma Bell.
