It happened to me so I can share my experience. Before joining date if the baby is born then you don’t get any parental leave or benefits. However , if offer was accepted and joining date confirmed and then your baby was born just a few days before joining there is scope of negotiation

Or 1 month after. Take parental leave with your current employer. Then maybe you can take another one at your new employer (baby bonding).
I know at intel the event date (date f birth) has to be on or after first day of employment.
