Technically there is no reason for it not to work. I played Assassins Creed in Chrome and it was totally playable on my run-of-the-mill cable internet. But of course, others tried it before without much success...

The article implies that Netflix video is served from AWS. AFAIK the bandwidth is too expensive (not to mention latency), so Netflix put their own hardware in ISPs' networks to serve the video.

Netflix uses AWS for encoding videos etc. Actual playback will be from CDN. Even Amazon video doesn't use AWS. They rely heavily on Akamai.
